If you still receive an invoice from us with the line item "VAT upon import" despite having applied for Article 23, it means that it still needs to be processed by customs. Unfortunately, you will still need to pay the VAT upon import at that time. However, remember that VAT is not actually a cost! You can simply deduct it from the input tax on your quarterly tax return.
